(GR) is submitting this letter to accompany our Work Plan For <br /> Underground Storage Tank Removal and Over Excavation of Impacted Soil, dated October 22, 1998. Due <br /> to a future development easement held by the City of Lathrop, Tosco cannot install new UST's into the <br /> existing UST pit and will have to excavate a new UST pit to the east of the existing pit. This change in <br /> the proposed scope of work will limit the available space for temporary storage of soil stockpiles at the <br /> site. Therefore, Tosco is proposing to transport soil to Forward Landfill as it is excavated during the <br /> upcoming UST removal, including possible over-excavation of impacted soils (if necessary), and <br /> excavation of the new UST pit. <br /> During the referenced excavation activities, Tosco is proposing to load excavated soil directly into trucks <br /> for transportation, under bill of lading, to Forward Landfill, in Manteca, California (Forward) for <br /> temporary storage under their stockpiling agreement. Tosco will self-certify that the soil is nonhazardous, <br /> based on generator knowledge and historical soil and groundwater analytical results for the site. The soil <br /> will be transported to Forward by Manley and Sons Trucking, Inc. (Certified Hazardous Waste Hauler No. <br /> 2843). <br /> Soil samples for disposal characterization will be collected as the soil is being loaded or immediately after <br /> the soil has been transported to the temporary stockpiling unit at Forward. Characterization samples will <br /> be analyzed on a rush basis to gain acceptance for disposal at Forward prior to the expiration of the <br /> temporary stockpiling period of 17 days. If analytical results determine that the soil is unacceptable for <br /> disposal at Forward, the soil will be immediately removed from Forward, under manifest, by a licensed <br /> hauler and taken to permitted disposal facility. <br /> Four discrete samples per 100 cubic yards of soil will be collected from the excavated soil. Each set of <br /> four samples will be submitted to the laboratory for compositing and analysis as one sample.
