l
• i BP OIL u i 4iiv a fi T BP Oil Company
CrJ7,F 16400 Southcenter Parkway,Suite 301
Tukwila,Washington 98188
93 ,sh e Zit' „{ 4 "0"575-4077
Environmental Health Division June 21 1993
Public Health Services
San Joaquin County
P.O.Box 2009
Stockton CA 95201
Dear Ms. Cotulla,
RE : BP OIL # 11195, 16500 S I-5, Lathrop, CA
Reference my letter dated April 23 1993 , I now submit the
GROUNDWATER MONITORING AND SAMPLING REPORT dated June 1993.
Groundwater sampling and report submittal for this site will
continue on a quarterly basis until otherwise proposed. As
anticipated in my letter the Work Plan to perform additional
assessment activities, utilizing information from this sampling
event, has been produced as a matter of course and is also
attached for your review and authorisation.
During a conversation with Mr. Michael Collins of your
department on June 16 1993 , he requested a response to your
letter dated March 25 1993 setting deadlines for report and Work
Plan submittal. This letter was not received by BP Oil until
faxed by Michael after our telephone conversation. As a result,
the deadlines imposed could not be known. The use of certified
mail may solve this problem in future. Since no correspondence
setting due dates for report submittal was received by BP Oil
until after they had passed I trust that you can agree with me
that BP Oil could not now be considered to have been overdue with
these documents.
A review of BP Oil ' s self-imposed schedule for environmental
assessment of this site is indicative of dedicated performance,
and of consistent progress in performing the work necessary to
comply with regulatory guidelines, in a proper and efficient
manner . Please remember that the initial groundwater
investigative activities were conducted to comply with BP Oil ' s
internal policies, and was not the result of regulatory
oversight. Furthermore, BP Oil 's schedule for the recent sampling
report and work plan submittal for this site, without the benefit
of your guidance, shows our commitment to timely environmental
management of this site.
