004 <br /> INTERIM CORRECTIVE ACTION PLAN <br /> for <br /> Tosco (Former BP) Service Station No. 11195 <br /> 16500 South Interstate-5 <br /> Lathrop, California <br /> Report No. 140193.13 <br /> 1.0 INTRODUCTION <br /> At the request of Tosco Corporation(Tosca), a subsidiary of Phillips 66 Company, and in accordance <br /> with the requirements of the San Joaquin County Public Health Services-Environmental Health <br /> Division(PHS-EHD),Gettler Ryan,Inc.(GR)has prepared this Interim Corrective Action Plan(CAP) <br /> for the subject site. In a letter to Tosco dated May 7, 2002, the PHS-EHD requested that a CAP be <br /> submitted. This Interim CAP proposes a remedial option to target the hydrocarbon source area. After <br /> delineation of the plume is completed, a final CAP will be submitted. <br /> E=- This CAP has been prepared based on the guidelines presented in the California Code of Regulations, <br /> Title 23,Division 3,Chapter 16,Article II,Sections 2725(b),(d),and(e)through(g),and formatted per <br /> the requirements of this regulation. <br /> 2.0 SITE DESCRIPTION <br /> 2.1 General <br /> The site is located at 16500 south Interstate-5,on the southwest comer of the intersection of East Louise <br /> Avenue and Harlan Road in Lathrop, California (Figure 1). Current station facilities include two <br /> 12,000-gallon double-wall gasoline underground storage tanks(USTs), two dispenser islands,related <br /> product lines,one canopy,and a station building. Former station facilities included one 10,000-gallon, <br /> one 8,000-gallon, and one 6,000-gallon single-wall fiberglass gasoline USTs, two dispenser islands, <br /> related product lines, and one canopy. These structures were removed during construction activities <br /> performed in December 1998 and January 1999. <br /> Six onsite groundwater monitoring wells (MW-1 through MW-6) and ten offsite groundwater <br /> monitoring wells(MW-8 through MW-17)are present at and around the site. Monitoring well MW-7 <br /> was properly destroyed in 1998. In addition, three 6-inch diameter temporary groundwater extraction <br /> conductor casings were installed at the site, one in the former UST pit and two in the new UST pit, <br /> prior to backfilling. The locations of pertinent site facilities are shown on Figure 2. As an earlier <br /> interim remedial measure,Tosca has been routinely extracting groundwater from the conductor casing <br /> `_ :y in the former UST pit since January of 2000. <br />
