PA-2000007 (PP) (Early Consultation), S00013012 Page 2 of 3 <br /> 12470 East Locke Road, Lockeford 02/28/2020 <br /> 3) Submit revised site plans to the Environmental Health Department showing the location and <br /> configuration of the existing septic systems along with the area required to be reserved for <br /> future sewage disposal repair/replacement (area for 100% sewage disposal replacement). <br /> The plans shall include the design calculations, including the maximum number of persons <br /> the sewage disposal system is proposed to serve. This disposal field area must be used for <br /> the disposal of wastewater only, it shall not be driven over and it cannot contain any <br /> underground utility lines (San Joaquin County Development Title, Section 9-1110.4(c)(5)). <br /> a) Permit No. SR0081095 (percolation test) identifies 4 existing septic tanks/systems with <br /> no corresponding sanitation permits filed with this department. The applicant shall map <br /> out all existing leach fields in the revised site plan. <br /> 4) Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332, to determine if the existing well can be permitted as a public <br /> water system prior to issuance of building permits. <br /> a) If a public water system is required, applicant shall submit a Small Public Water System <br /> preliminary technical report to the California State Water Resources Control Board, <br /> Division of Drinking Water (Water Board) at least six months before initiating construction <br /> of any water related improvement, as defined. The issuance of a permit to operate a small <br /> public water system by the local primacy agency (EHD) is prohibited without the <br /> concurrence of the Water Board. Please contact Brian Kidwell, P.E. with the SWRCB <br /> Division of Drinking Water at(209): 948-3963 concerning the requirements for preliminary <br /> technical report submittal prior to issuance of building permits. <br /> b) If the Water Board determines that an onsite well shall be used as the potable water <br /> source, a permit application to operate Small Public Water System shall be submitted to <br /> the EHD for approval prior to issuance of building permits. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water <br /> system will be required by the EHD prior to sign off of the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). <br /> c) The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br /> 5) Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 1115.3 and 9-1115.6). <br /> 6) An approved Commercial Cannabis License shall be issued by EHD prior to obtaining a <br /> certificate of occupancy for any and all buildings. Applicant shall contact Melissa Nissim, <br /> Program Coordinator, Commercial Cannabis Licensing Program, at (209) 468-3168. <br /> 7) Before any hazardous materials/waste can be stored or used onsite, the owner/operator must <br /> report the use or storage of these hazardous materials to the California Environmental <br /> Reporting System (CERS) at cers.calepa.ca.gov/ and comply with the laws and regulations <br /> for the programs listed below (based on quantity of hazardous material in some cases).
