AUG 0 5 2010 <br /> Attention: Mr. Mike Desso ENVIRONMENTAL HEALTH <br /> 800 North Brand Boulevard DEPARTMENT <br /> Glendale, California 91203 <br /> M-10A INVESTIGATION WORK PLAN, FORMER NESTLE USA, INC- FACILITY, RIPON, <br /> SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 6 June 2010 report titled: M-10A Investigation Work Plan (Work Plan) prepared <br /> by Environmental Cost Management, Inc., (ECM), on behalf of Nestle USA, Inc. (Nestle). <br /> The purpose of the Work Plan is to investigate the increasing trichloroethene (TCE) <br /> concentrations in groundwater samples collected from monitoring well M-10A, located <br /> approximately 1,000 feet down-gradient of the former Nestle coffee decaffeination facility <br /> located at 230 Industrial Avenue, Ripon, California. <br /> Nestle prepared the Work Plan to comply with required actions of Cleanup and Abatement <br /> Order No. R5-2006-0720 (CAO), issued by the Central Valley Water Board on 24 July 2006. <br /> Required Action Number 10 of the CAO directs Nestle to install guard wells between the <br /> source area and City of Ripon supply wells. <br /> The Work Plan proposes two phases of investigation: 1) an initial phase of cone <br /> penetrometer test (CPT) borings and push-boring groundwater sampling adjacent to <br /> monitoring well M-10A would identify the TCE-contaminated strata and the TCE <br /> concentration within those strata; and 2) a follow-up phase of CPT borings and push-boring <br /> groundwater sampling to characterize TCE concentrations within these strata in areas <br /> northwest and southeast of monitoring well M-10A. <br /> Nestle should implement the Work Plan as soon possible, but before 31 August 2010. <br /> Nestle should submit a report of findings with recommendations for follow-up <br /> characterization or remedial response work within 60 days of the conclusion of field work.
