Facility PERMIT/SfRUICEs <br /> 230 Industrial Avenue <br /> Ripon, CA 95366 <br /> Dear Mr. Brownell: <br /> On behalf of Nestle USA, Inc. (Nestle) Environmental Cost Management, Inc. (ECM) seeks <br /> Regional Water Quality Control Board (RWQCB) concurrence with its request to shutdown the <br /> Stockton Avenue Groundwater Extraction System (Stockton Avenue System). <br /> ECM originally made this request in a letter dated November 9, 2009. In response, the RWQCB <br /> directed ECM to: <br /> • Install new wells to confirm that the concentrations of trichloroethylene (TICE) and other <br /> constituents of concern (CDCs) resulting from a sewer line leak have been sufficiently <br /> reduced in the B-zone(Upper Aquifer) at Stockton Avenue, <br /> • Demonstrate there is no source of COCs in the C-zone (Intermediate Aquifer) in the area of <br /> the Stockton Avenue site, and <br /> • Verify the Site Conceptual Model (SCM) prepared by AMEC-Geomatrix, which concluded that <br /> the concentrations of TCE and other COCs within the C-zone at Stockton Avenue resulted <br /> from migration from the City of Ripon sewage treatment ponds. <br /> Accordingly, ECM installed two B-zone wells at Stockton Avenue, and one C-zone well on Fifth <br /> Street, which is located south of Stockton Avenue between Stockton Avenue and the City of <br /> Ripon sewage treatment ponds. The well installation was detailed in the April 15, 2010 Monitoring <br /> Well Installation Report for the Industrial and Stockton Avenue Extraction and Treatment System' <br /> (Installation Report). The Installation Report also included the analysis of groundwater data <br /> collected during and after the well installations. <br /> Environmental Cost Management, Inc.
