Vapor Extraction Well Destruction October 21,2009
230 Industrial Avenue,Ripon,CA 95366 Page 2 of 3
During the well destruction activities, all drilling fluids and groundwater expelled from the well will be
containerized. Any volumes of water produced from the three water-bearing VE wells will be contained
and transported to the Nestld groundwater treatment facility in Ripon for disposal. An ECM geologist will
supervise the work. The geologist will contact the County for a grout inspection prior to completion of the
well destruction. A Well Permit Application for Destruction is enclosed for each of these eight wells.
Please note that ECM has access agreements in place for seven of the eight wells to be destroyed. These
access agreements are attached for your reference. The eighth well (VE-8) is located on Nestle's own
property at 519 S.Stockton Avenue.
As mentioned above, there are three wells that ECM has been unable to locate in the field, wells VE4, VE-
11,and VE-12. The location of VE-4 became unidentifiable as a result of demolition activities that occurred
in 1994-1995. The area is now largely paved over as a parking area and repeated efforts to locate this well
have been unsuccessful. The second well,VE-11,was destroyed during landscaping improvements in 2009.
ECM field technicians hand excavated in the area with shovels and found SVE piping shattered in the
ground at approximately 3 feet bgs. However, no remnants of the VE well casing were found at this depth.
In order to search deeper, the recently installed landscaping must be removed and a backhoe would be
required to excavate within the planter. Finally, the location of the third well, VE-12, was lost when the
area it occupied was repaved. ECM field technicians hand excavated in the approximate location of the well
at the time initial paving activities (grading) began, but did not find evidence of the well. In order to find
this well, the asphalt in the parking area would need to be saw-cut and removed to allow for deeper
exploratory excavation.
Wells VE-11 and VE-12 are completed as vadose zone wells and do not extend to the saturated zone.
Well VE-4 is completed only in the uppermost water-bearing zone and does not extend across multiple
water-bearing units. Because the completion depths of these wells were shallow, these wells will not act
as conduit wells between water-bearing units.
Due to the difficulty experienced in locating these wells, the fact that they will not act as conduit wells,
and the potential destruction of the current landscaping and parking area if exploratory excavations were
conducted, ECM would like to respectfully request the County label these VE wells as "lost" in the
County records.
If you have any questions regarding this correspondence, please feel free to contact me at(661)255-1693.
Respectfully,
Binayak Acharya
Environmental Cost Management,Inc.
cc: Mike Desso—Nestle USA,Inc.
Mr.Jim Brownell
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive,#200
Rancho Cordova,CA 95670-6114
