Mr. Mike Desso - 4 - • 8 May 2008
Nestle USA Inc.
Regional Water Board Comments
1 . Regional Water Board staff concurs with the recommendations presented in Section 5 of
the ECM Startup Report, provided Nestle continues to perform groundwater and
remediation system monitoring, sampling, and reporting in accordance with the
requirements of Monitoring and Reporting Program No. R5-2005-0829, issued by the
Regional Water Board on 21 July 2005.
2. Nestle should present evaluations of the treatment system performance in the monthly
and quarterly reports, and if necessary, propose modifications to the system parameters,
including pumping rates, to verify capture of the onsite dissolved TCE plume in
groundwater.
3. Required Action Number 14'of the Cleanup and Abatement Order also directs Nestle to
implement remedial actions to fully contain/capture the TCE plume in the Upper Aquifer
Zone originating from the Stockton Avenue source area. This action was due by.
30 June 2007. By 9 June 2008 please submit a report that documents the Stockton
Avenue system's effectiveness in capturing the upper zone TCE plume, and if
necessary, proposes modifications to the system so that it will capture the plume.
If you have any questions or concerns, please contact me at (916) 464-4675 or
ibrowne I IPwaterboards.ca.gov.
R
James R.
