The documents were prepared by <br /> Environmental Cost Management, Inc. (ECM), on behalf of Nestle USA, Inc. (Nestl6) for its <br /> former manufacturing plant located at 230 Industrial Avenue, Ripon (Former Facility). The <br /> purpose of the soil gas investigation work is to characterize the extent to which trichloroethene <br /> (TCE) vapors have migrated and to evaluate the potential risk to workers and residents of <br /> nearby buildings and homes from the migrating TCE vapors. The work has focused on the <br /> possibility that TCE has migrated away from the Former Facility and from a past sewer line <br /> leak at 519 S. Stockton Avenue in Ripon. <br /> On 4 December 2006, Regional Water Board staff issued a review letter of the <br /> 11 October 2006 Draft Soil Gas Investigation Report. However, Nestle did not include <br /> changes in the 8 January 2007 Final Report that were requested by staff in the review letter. <br /> Nestle's positions regarding these changes were established in a letter dated 8 January 2007. <br /> In order to discuss these changes and other issues regarding the Former Facility, Regional <br /> Water Board staff and representatives of Nestle met on 20 March 2007 at the Regional Water <br /> Board offices in Rancho Cordova. An action item of that meeting was for technical staff of the <br /> Regional Water Board and ECM to meet again in an attempt to reach consensus on several <br /> sampling issues. The meeting took place on 4 April 2007. During the meeting, ECM agreed <br /> to include additional sampling of soil gas at locations west of 320 Stockton Avenue. <br /> Subsequently, two additional sampling locations were proposed in a 1 May 2007 Work Plan. <br /> In a 16 May 2007 review letter, Regional Water Board staff concluded that the sampling point <br /> locations proposed in the Work Plan seemed appropriate. However, prior to approving the <br /> Final Report or the Work Plan, staff required that additional items be addressed in a Revised <br /> Work Plan. The 2 July 2007 Work Plan fulfills that requirement.
