There is concern about the structural incompatibility between bentonite seals and
dense non-aqueous phase liguids including trichloroethylene (TCE).
The original work plan for installation of additional monitoring wells for this site proposed a
cement bentonite grout for sealing the annular space between the well casing(s)and the
borehole. The California Well Standards and the San Joaquin County Well Standards specify
that bentonite additives to cement be limited to 5 percent by volume. Because of problems with
the casings after using this sealant, Environmental Cost Management (Nestle consultant) has
changed to a bentonite sealant for the monitoring wells.
The EHD requested that Environmental Cost Management obtain a statement from the bentonite
manufacturer that it was an effective sealant for trichloroethylene and apparently the
manufacturer is not willing to provide the assurance.
Nestle USA Inc. and the City of Ripon are ultimately responsible for having to deal with the TCE
contamination problems in the City of Ripon and the migration of contamination that may occur
from use of incompatible sealing material in construction of these monitoring wells. Therefore,
the decision to continue with bentonite seals on the monitoring wells will be left to you.
If you have any questions contact me at(209)468-3449.
Donna Heran, REHS, Director
Environmental Health Department
Margaret
Program Coordinator Unit IV
Cc: CVRWQCB—James Brownell
Environmental Cost Management—Binayak Acharya
