The <br /> Draft Plan was prepared by Geomatrix Consultants, Inc. (Geomatrix), on behalf of Nestle <br /> USA, Inc. (Nestle) for the former facility located at 230 Industrial Avenue, Ripon, California <br /> (former facility). The comments below are based on Regional Water Board staff review of <br /> the Draft Plan. Nestle should submit a final Water Contingency Plan incorporating the <br /> Regional Water Board's comments. <br /> Nestle prepared the Draft Plan to comply with Required Action No. 2 of Cleanup and <br /> Abatement Order No. R5-2006-0720, issued by the Regional Water Board on 24 July 2006. <br /> The required action directs Nestle to provide in-kind replacement of water supplies <br /> threatened or impacted by pollution originating from their former facility. <br /> Definitions Presented in the Draft Plan <br /> The Draft Plan defines the following categories of threatened and impacted wells: <br /> • Potentially threatened domestic or municipal supply well, <br /> • Threatened domestic or municipal supply well, <br /> • Potentially impacted domestic or municipal supply well, <br /> • Impacted domestic or municipal supply well, <br /> • Potentially threatened agricultural well, and <br /> Potentially impacted agricultural well. <br /> The Draft Plan states, "It is not currently possible to determine if an agricultural well has <br /> been impacted". Apparently, this statement was based on the fact that the Regional Water <br /> Board's document entitled A Compilation of Water Quality Goals, August 2003, does not list <br /> California Environmental Protection Agency <br /> Qd Recycled Paper <br />
