The Draft Plan should be revised to indicate <br /> that a potentially impacted well will be defined as one in which the initial sample COC <br /> concentration is above the PHG, or if a PHG has not been established for the <br /> constituent, the MCL. <br /> 7. Threatened agricultural well. The Draft Plan should be revised to indicate that a <br /> threatened well will be defined as one in which the confirmation sample COC <br /> concentration is between the QL and the PHG, or if a PHG has not been established <br /> for the constituent, the MCL; and the sample concentration has been presented to <br /> Regional Water Board staff for review of other considerations. Other considerations <br /> would include the affect pumping of the well has on migration of contaminants in the <br /> subsurface. <br /> 8. Impacted agricultural well. The Draft Plan should be revised to indicate that an <br /> impacted well will be defined as one in which the confirmation sample concentration is <br /> above the PHG, or if a PHG has not been established for the constituent, the MCL; <br /> and the sample concentration has been presented to Regional Water Board staff for <br /> review of other considerations. Other considerations would include the affect <br /> pumping of the well has on migration of contaminants in the subsurface. <br /> Responses Presented in the Draft Plan <br /> The Draft Plan establishes protocols to implement specific response actions when a <br /> contaminant has been detected and confirmed in a domestic, agricultural, or municipal <br /> supply well. The following is a list of responses presented in the Draft Plan: <br /> • Domestic supply well immediate response, <br /> • Domestic supply well interim response, <br /> • Domestic supply well long-term response, <br /> • Agricultural supply well initial response, <br /> • Agricultural supply well long-term response, <br /> • Municipal supply well initial response, and <br /> • Municipal supply well long-term response. <br /> In addition to domestic, agricultural, and municipal supply wells, all other types of supply <br /> wells threatened or impacted by CDCs emanating from the former facility should be included <br /> in the response plans. <br /> Comments on Responses <br /> Nestle should: <br /> 9. Domestic supply well immediate response. The Draft Plan should be revised to <br /> indicate that if the confirmation sample verifies that a concentration of a COC is <br /> between the QL listed in the MRP and the PHG, the well will be sampled monthly until <br /> four (4) consecutive well water samples are below the QL. Also, the Draft Plan should <br /> be revised to indicate that bottled water will be supplied within 24 hours after <br />
