On October 9, <br /> 2000,I discussed with your husband,Mr. Bill Godinez,the two options that the San Joaquin County Health <br /> Department can approve for decommissioning this well. According to a later conversation with Mr.Godinez,he <br /> mentioned that he has discussed with you the two options and agreed to set up a conference call on October 12 at <br /> 3:30 P.M.with him,you and me to further discuss this matter. However,he later left a voice mail message <br /> canceling the call, stating that you were not available. He mentioned in his message that he would get back to <br /> me with a new date and time for the conference call. I talked to him again on October 13,2000;however,to <br /> date, I have not heard from him regarding a proposed time and date for the conference call. <br /> I would like to reiterate my discussion with Mr. Godinez concerning the two options for decommissioning the <br /> well. Option 1 requires placing minimal-charge explosives inside the well(at depths of 33-50 ft and 70-90 feet) <br /> and precisely directing them to create perforations in the well casing at these depths. The well will then be <br /> pressure grouted with cement slurry to the top. In Option 2, the well would need to be overdrilled using a <br /> drilling rig. After removing the well casing completely,the well would then have to be pressure grouted with <br /> cement slurry. For Option 2, in order to have access for the drilling rig to remove the well casing, a portion of <br /> the garage roof would likely need to be removed. Nestld would bear the expense of replacing or repairing the <br /> garage roof after the work was completed. However,we would like to discuss with you the details of the pros <br /> and cons of the two options and allow you to assist Nestld in making the decision. The discussion can be via <br /> conference call or a face-to-face meeting between you,our consultant and myself. We are open for either of the <br /> two alternatives at a time suitable to all of us. <br /> We are anxious to complete the work as soon as possible. Once we agree upon the preferred option,we would <br /> like to obtain a written access agreement between you and Nestld. After the access agreement is signed,the <br /> work will be finished within one week(including scheduling the driller and one day of fieldwork). <br /> I will contact you in a week to discuss arranging the conference call or meeting.
