We have been carefully following the activities <br /> of Nestle regarding the cleanup, and have been disappointed with the delays and lack of <br /> cooperation exhibited by Nestle with regard to the City. At this time, the City believes that the <br /> Cleanup and Abatement Order must be revised to specifically impose upon Nestle the <br /> obligations imposed upon it by law to protect the City's municipal water supply, and to <br /> provide an alternate water supply as needed. <br /> Alternate Water Suonly <br /> Nestle has acknowledged in its 1998 Feasibility Study that several municipal wells have been <br /> impacted by VOCs, and that wellhead treatment systems have been installed by the City of <br /> Ripon. <br /> In a July 3, 1998 letter from the Regional Board commenting on the Feasibility Study, your <br /> office concluded that if it was determined that VOCs related to Nestle's past operations were <br /> impacting municipal wells,Nestle would be required to provide well head treatment for these <br /> wells or an alternative water supply. <br /> City Well No. 9, one of the City of Ripon's major drinking water supply wells, has been <br /> adversely impacted by the contamination resulting from operations on the Nestle Property. In <br /> September of 1997, Well No. 9 was shut down due to contamination from Volatile Organic <br /> Compounds until a granular activated carbon filter could be installed. That GAC filter was <br /> installed and operational in April of 1998 at a cost of$338,250.00.
