(Nestle) in the City of Ripon, California and in the study area south of the Stanislaus River(Figure 1) near <br /> Ripon, California. The California Regional Water Quality Control Board, Central Valley Region (Regional Water Board), is <br /> the lead regulatory agency overseeing the investigation and cleanup activities. The site is regulated under Cleanup and <br /> Abatement Order(CAO)No. R5-2006-0720 issued on July 24,2006. The CAO document is available on the Regional Water <br /> Board website (http://www.waterboards.ca.gov/centralvalley/). Figure 1 shows the general project area. The compounds of <br /> interest for the groundwater investigation and cleanup activities are primarily trichloroethylene (TCE) and the natural <br /> breakdown products of TCE including cis-l,2-dichloroethylene and vinyl chloride. These compounds are part of a broader <br /> class of compounds commonly referred to as volatile organic compounds (VOCs) because they become vapors under typical <br /> environmental conditions; the term "VOCs" is used hereafter in this Fact Sheet when referring to these three specific <br /> compounds. <br /> Background <br /> ra c�a Nestle operated a food and coffee <br /> " Gx3uT�3 -FACILITYprocessing facility (Facility) in <br /> # Ripon, California that started in <br /> the 1930s. The Facility initially <br /> x• was built for the production and <br /> processing of dairy products and <br /> in 1948 was converted to <br /> W, <br /> manufacture instant coffee <br /> products. A decaffeination <br /> process was added in 1957. <br /> Decaffeination required the use of <br /> TCE, which was a U.S. Food and <br /> 47 Drug Administration (USFDA) <br /> accepted and widely used <br /> C>w chemical for coffee <br /> decaffeination. TICE was used <br /> a, between 1957 and 1970 at the <br /> masnazMng , Facility. Nestle discontinued the <br /> .'a of TICE in the early 1970s <br /> - 2 q .'a ]6 <br /> A4 s when studies on possible <br /> 6. 0 carcinogenic effects of synthetic <br /> 64 <br /> organic compounds, such as <br /> 63 TICE, began to appear in <br /> r scientific journals.
