In December 1991, the Discharger initiated <br /> vapor extraction off-site near Stockton Avenue and Fourth Street. <br /> 16. The Discharger installed seven wells as part of three in-situ bioremediation pilot studies <br /> for the removal of TCE in ground water. The results have been favorable and larger scale <br /> applications are being considered in addition to pump and treat (conventional) remedial <br /> methods. <br /> 17. In 1990, the Discharger submitted a Draft Risk Assessment which was prepared to <br /> evaluate the degree of current risk or hazard due to the presence of VOCs in ground <br /> water. <br /> 18. The Discharger conducted a public meeting in December 1988. The Discharger has a <br /> public repository at the Ripon Branch of the Stockton San Joaquin County Public Library <br /> where all documents pertaining to the cleanup are available for public review. <br /> 19. The Water Quality Control Plan for the Sacramento River Basin, Sacramento-San Joaquin <br /> Delta Basin and San Joaquin River basin, Second Edition (Basin Plan) identifies the <br /> beneficial uses of the Stanislaus River for municipal, industrial and agricultural supply, <br /> ground water recharge, recreation, aesthetic enjoyment, and the preservation and <br /> enhancement of fish, wildlife and other aquatic resources. <br /> 20. The Basin Plan identifies the beneficial uses of the ground water for domestic, municipal, <br /> industrial and agricultural supply. Ground water is currently used for industrial supply <br /> by the Discharger and is used for municipal, domestic and industrial supply in the <br /> immediate area of the Discharger's property. <br /> 21. The Basin Plan, Chapter III, Water Quality Objectives, states in part that: "Ground waters <br /> shall not contain chemical constituents in concentrations that adversely affect beneficial <br /> uses." and "Ground waters designated for use as domestic or municipal supply (MUN) <br /> shall not contain concentrations of chemical constituents in excess of the maximum <br /> contaminant levels specified in the California Code of Regulations, Title 22, Division 4, <br /> Chapter 15." and that "Ground waters shall not contain taste- or odor-producing <br /> substances in concentrations that cause nuisance or adversely affect beneficial uses." <br /> 22. The California Department of Health Services has established the Primary Maximum <br /> Contaminant Levels for the following constituents found at the Discharger's site: <br /> 1,1-dichloroethane (DCA) 5 µg/l <br /> 1,2-dichloroethane 0.5 µg/I <br />
