FACILITY, RIPON, SAN JOAQUIN COUNTY <br /> Dear Ms. Joachim: <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 8 March 2012 System Performance Assessment and Proposed Operational <br /> Changes letter proposal (Proposal), the 29 March 2012 M-10A 2011 Investigation Report <br /> (Investigation.Report), the 30 March 2012 Annual Report(Annual Report), and the 17 April 2012 <br /> First Quarter 2012 Site Status Report(Quarterly Report). Environmental Cost Management, <br /> Inc. prepared the documents on behalf of Nestle USA, Inc. (Nestle). <br /> The four documents report progress on the trichloroethene (TCE) groundwater cleanup project <br /> at the former Nestle coffee decaffeination facility(facility) located at 230 Industrial Avenue, <br /> Ripon, California. This review letter focuses on releases to groundwater that likely occurred as <br /> the result of surface spills at the facility and sewer line leaks near the facility. In addition, the <br /> letter considers releases to deep groundwater that may have occurred through conduits made <br /> possible by idle water supply wells screened in multiple water bearing zones near the facility. <br /> Nestle has previously identified four groundwater-bearing zones beneath the study area: the A-, <br /> B-, C-, and D-Zones. The study area encompasses approximately eight square miles within the <br /> city of Ripon and the area south of the Stanislaus River in rural Stanislaus County. Nestle has <br /> divided the four zones into three aquifers: the Upper, Intermediate, and Lower Aquifers. The <br /> Upper Aquifer includes, from the surface down, the B-Zone and the A-Zone. The Intermediate <br /> Aquifer includes the C-Zone, and the Lower Aquifer includes the D-Zone. Fine-grained silt or <br /> clay materials divide each aquifer. However, with the exception of the Corcoran Clay which <br /> divides the C- and D-Zones, the silt or clay materials dividing the aquifers are not continuous. <br /> As discussed below, Central Valley Water Board staff believes that, near the former facility, <br /> some of the monitoring wells and soil borings are actually finished within zones above or below <br /> those Nestle previously believed them to be within. <br /> Y, E.
