PERMIT/SERVICES
Attention: Mr. Mike Desso
800 North Brand Boulevard
Glendale, California 91203
MONITORING WELL M-10A INVESTIGATION WORK PLAN ADDENDUM,
FORMER NESTLE USA, INC. FACILITY, RIPON, SAN JOAQUIN COUNTY
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has
reviewed the 28 October 2011 document titled M-10A Investigation Work Plan Addendum
(Work Plan Addendum) prepared by Environmental Cost Management, Inc., (ECM), on behalf
of Nestl6 USA, Inc. (Nestle). The purpose of the Work Plan Addendum is to continue the
investigation proposed in the 6 June 2010 document titled M-10A Investigation Work Plan
(Work Plan). The investigation was initiated because of the increasing trichloroethene (TCE)
and cis-1,2-dichloroethene (cis-1,2-DCE) concentrations observed in groundwater samples
collected from monitoring well M-1 OA, located approximately 1,000 feet northwest of the
former Nestl6 coffee decaffeination facility at 230 Industrial Avenue, Ripon, California.
During the second half of 2010, Nestl6 completed the investigation activities proposed in the
Work Plan and submitted findings in the 30 November 2010 document titled M-10A
Investigation Report (Report). Central Valley Water Board staff commented on the Report and
required additional investigation work in a review letter dated 31 August 2011. The
investigation work proposed by Nestl6 in the Work Plan Addendum complies with the
requirements of the staff letter. Therefore, the Central Valley Water Board staff approves the
Work Plan Addendum, and requests that the work be initiated before the end of 2011. We
understand that ECM has scheduled a drilling contractor to begin on 12 December 2011.
If you have any questions, please contact me at (916) 464-4675, or by email at
jbrownell@waterboards.ca.gov.
JAMES R.
