Nestle USA, Inc.—Ripon, CA January 28, 2011
2011 Revised Feasibility Study
5.3 Groundwater
CDCs in groundwater have historically driven the investigation and remediation
efforts within the Study Area. The COCs of greatest interest in groundwater
include the following:
• TCE,
• Cis-1,2-DCE, and
• VC.
Other COCs, as defined by the CAO, may, depending on their concentration,
include:
• Chloroform,
• Tetrachloroethene (PCE),
• 1,1,1- TCA,
• Trans-1,2-DCE,
• 1,1-dichloroethene,
• 1,2-DCA,
• 1,1-DCA,
• Methylene chloride (MC), and
• Bromoform.
The CAO identifies the Basin Plan Water Quality Objectives (WQOs) as the
"numerical limitations to implement the narrative objectives," to:
1. Be consistent with the maximum benefit to the people of the state,
2. Not unreasonably affect present and anticipated beneficial use of such
water, and
3. Not result in water quality less than that prescribed in the Basin Plan and
applicable Water Quality Control Plans and Policies of the State Board.
However, RWQCB explicitly states that the Remedial Action Plan will establish
the final groundwater cleanup objectives.X""
The general goals for groundwater remediation include the following:
1. Remove sources of groundwater impacts,
2. Control migration of the plume to receptors, and
3. Reduce the extent of the groundwater plumes.
12
