Action-specific requirements restrict treatment and disposal <br /> activities related to the management of hazardous substances. Location-specific <br /> requirements restrict activities or chemical concentrations due solely to location <br /> of a site within a sensitive area such as a flood plain, wetlands, or a historic <br /> district. <br /> The July 24, 2006 CAO assigns the following policies and regulations: <br /> • California Water Code, sections 13304(a), 13305(f), 13267(b)(1), and <br /> 13304(c)(1); <br /> • State Water Resources Control Board Resolution No. 92-49, Policies and <br /> Procedures for Investigation and Cleanup and Abatement of Discharges <br /> Under Water Code Section 13304; <br /> • State Water Resources Control Board Resolution No. 68-16, Statement of <br /> Policy With Respect to Maintaining High Quality of Waters in California; <br /> • Title 23, California Code of Regulations (CCR) Section 2550.4; and <br /> • RWQCB's Water Quality Control Plan for the Sacramento River and San <br /> Joaquin River Basins, 4th Edition (hereafter Basin Plan). <br /> Additional regulations potentially governing the Study Area include the following: <br /> • USEPA Preliminary Remediation Goals (PRGs), <br /> • Resource Conservation and Recovery Act (RCRA; 40 CFR 261), and <br /> • Title 22 CCR, Article 11 for non-RCRA, state-regulated hazardous wastes. <br /> The following subsection discussions incorporate these policies and regulations. <br /> 7.1 Chemical-Specific Requirements <br /> Potential ARARs, as described in the following section, apply to COCs in both <br /> soil and groundwater. <br /> 18 <br />
