Nestle USA, Inc., Ripon, California March 26, 2014 <br /> 2013 Annual Report <br /> • COC concentrations in well M-20D decreased after the modification of wells TH-8 and TH- <br /> 10 in April 2009, and then increased between 2011 and 2013. Continued monitoring is <br /> needed to evaluate the relationship between the well modifications to the former Neenah <br /> Paper Company wells and COC concentrations in the Lower Aquifer. <br /> Municipal Wells <br /> • TCE and cis-1,2-DCE were detected in municipal well MW-3 at concentrations below <br /> state and federal MCLs in 2013 (Table 6). Bromoform, bromodichloromethane, and <br /> dibromochloromethane were detected in wells MW-3, MW-7, MW-10, and MW-18. <br /> These compounds are disinfectant byproducts common in municipal wells and are not <br /> associated with Nestle's past practices at the Site. <br /> • Increasing COC concentration trends in well MW-3 correlate with increased pumping <br /> operations between 2007 and 2009. TCE concentrations have remained constant <br /> through 2013, but cis-1,2-DCE concentrations have increased slightly (Table 6). <br /> Pumping in well MW-3 increased approximately 34% from 2012 to 2013 (Table 2). The <br /> figure in Appendix C depicts the TCE and cis-1,2-DCE concentration trends. <br /> 3 ONGOING AND PLANNED REMEDIAL ACTION <br /> Ongoing remediation of TCE-impacted groundwater continues at the 230 Industrial Avenue <br /> location (the IRAP system) pursuant to the approved Interim Remedial Action Plan? for mass <br /> removal and migration control prior to implementing the final approved remedial action for the <br /> affected Study Area. During 2013, extraction from the Upper Aquifer continued from wells EU-3 <br /> (Upper A-zone), EU-4 (Upper A-zone), and EI-1 (Lower A-zone). <br /> As part of the overall remediation goals for the site, ECM submitted the 2011 Revised FS, which <br /> presented all components of the recommended remedial action and source reduction activities <br /> to bring the site to closure. With support of the RWQCB, Nestle will begin planning and <br /> implementation of the hydraulic containment and treatment and monitored natural attenuation <br /> (MNA) components of the Remedial Action Plan (RAP) concurrent with the preparation of the <br /> RAP in 2014 (see Section 6.1). <br /> A summary of the on-going and planned remedial actions for the Study Area are described in <br /> the subsections below. <br /> 3.1 IRAP OPERATION AND MAINTENANCE <br /> The current IRAP system uses two in-line 10,000-pound GAC vessels to treat extracted <br /> groundwater. <br /> In 2013, the IRAP system treated the extracted groundwater and discharged it to the City of <br /> Ripon WWTP via the industrial sewer. This system extracted approximately 75.5 MG of <br /> groundwater and removed 32.01 pounds of COCs from the Upper Aquifer between December <br /> 20, 2012, and December 19, 2013. This rate is equivalent to 0.42 pounds of COCs removed <br /> per every million gallons of water extracted from the Upper Aquifer (Table 7). Approximately <br /> 13 <br />
