Nestle USA, Inc., Ripon, California March 26, 2014 <br /> 2013 Annual Report <br /> 4.4 WATER MANAGEMENT PLAN <br /> In 2013, representatives of Nestle, ECM, and Haley & Aldrich (hereafter known as the "Ripon <br /> Team") conducted multiple meetings and conference calls with City of Ripon, San Joaquin <br /> County, and Stanislaus County representatives to discuss development of a Water <br /> Management Plan (WMP). The Ripon Team subsequently evaluated the need for a WMP and <br /> concluded that a standalone document is not necessary. The Team has elected to include a <br /> section in forthcoming RAP by discussing how the existing rules and regulation can be used in <br /> maintaining the water quality within the Study Area. The RWQCB agreed to this approach in <br /> the January 2014 monthly conference call. <br /> 4.5 MEETINGS WITH RWQCB <br /> The Ripon Team met with RWQCB staff four times in 2013, in addition to monthly project <br /> update/status calls. The following topics and action items were discussed: <br /> • April 4 on-line WebEx call: The Ripon Team reviewed the site conceptual model <br /> (SCM) originally presented to the RWQCB in 2009. The presentation was <br /> requested by the RWQCB case manager, who was new to the project. <br /> • May 7 meeting at Stockton Avenue Trailer in Ripon: The Ripon Team met with <br /> RWQCB staff to discuss potential migration pathways for CDCs in the vicinity of <br /> well M-10A. This information had been presented to the RWQCB in 2011. In <br /> addition to the presentation, the following topics were also discussed during this <br /> meeting: <br /> o Status of Feasibility Study (FS) and how to move forward with its approval.- <br /> o Status of proposed MRP revision request submitted by ECM in November <br /> 2012; and <br /> o Treated water disposal alternatives, including the National Pollutant <br /> Discharge Elimination System (NPDES) permit. The RWQCB encouraged <br /> Nestle to reinject the treated water and the RWQCB would approve a <br /> Waste Discharge Requirement (WDR) to allow this practice. <br /> The meeting concluded with a Site tour by the Team and RWQCB staff. <br /> • October 14 meeting at Stockton Avenue trailer in Ripon: The Ripon Team met <br /> with RWQCB staff and discussed various topics including FS status, a transducer <br /> study by ECM, a proposed plan for conducting depth profiles in municipal well <br /> MW-3, proposed locations for extraction wells to remediate the M-10A area, and <br /> treated water disposal alternatives. RWQCB staff suggested preparing a <br /> presentation for management to help them understand the Study Area and the <br /> remedy proposed in the FS. <br /> • December 12 meeting with RWQCB staff including management in Rancho <br /> Cordova, CA: The Ripon Team met with RWQCB staff in their office in <br /> Sacramento to present a brief Site history, the SCM, the 2011 FS content, the <br /> proposed RAP, and current plan to move forward.
