The Spill Prevention, Control, and Countermeasure(SPCC) Plan does <br /> not provide information and procedures to enable a person to adequately report a discharge. <br /> REGULATION GUIDANCE: If a response plan was not submitted to the Regional Administrator,this information <br /> must be included in the SPCC Plan. <br /> CORRECTIVE ACTIONS: This was corrected on site by updating the SJC EHD phone number to 209-468-3420. <br /> No further action required. <br /> This is a repeat violation, Class II. <br /> 711 CFR 112.8(c)(6)Failed to perform scheduled tank tests or inspections by appropriately qualified personnel. <br /> OBSERVATIONS:The SPCC plan calls for monthly inspections per the STI SP001 standard. Quarterly inspections <br /> were done instead of monthly for the following tanks: <br /> -515 gallon new oil tank <br /> -55 gallon drum of hydraulic oil <br /> -55 gallon drum of new oil <br /> -200 gallon used oil tank <br /> REGULATION GUIDANCE: Each aboveground container shall be tested and inspected for integrity on a regular <br /> schedule and whenever repairs are made. The qualifications of personnel performing tests and inspections, <br /> frequency and type of testing and inspections that take into account container size, configuration, and design shall <br /> be determined in accordance with industry standards. Examples of these integrity tests include, but are not limited <br /> to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other <br /> systems of non-destructive testing.
