KLEINFELDER <br /> PROPOSED SOIL ASSESSMENT <br /> ABOVEGROUND FUEL OIL STORAGE TANKS <br /> SAN JOAQUIN COUNTY GENERAL HOSPITAL <br /> FRENCH CAMP, CALIFORNIA <br /> September 10, 1993 <br /> 24-YP2512 <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this proposal to San Joaquin County. This proposal was <br /> developed after discussions with San Joaquin County using Kleinfelder's current understanding <br /> of site conditions and is a preliminary understanding of San Joaquin County's desires and <br /> regulatory agencies' requirements. We prepared this proposal based on information usually <br /> requested in a work plan by the San Joaquin County Public Health Services, Environmental <br /> Health Division (SJCEHD). <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs. If a portion of this proposal does not meet the needs of San Joaquin <br /> County or if those needs have changed, Kleinfelder stands ready to consider- appropriate <br /> modifications, subject to the standards of care to which we adhere as professionals. <br /> Modifications such as changes in scope, methodology, scheduling, and contract terms and <br /> conditions may result in changes to the risks assumed by San Joaquin County, as well as <br /> adjustments to our fees. We look forward to the opportunity to serve you. <br /> The site is located at 500 Hospital Road in French Camp, California (Plate 1). Three <br /> approximately 12,000-gallon aboveground fuel oil storage tanks previously existed on this site <br /> (Plate 2). <br /> On June 25, 1993, Kleinfelder collected three soil samples from the west end of the three <br /> aboveground fuel oil storage tanks. Oil staining and pools were observed on the surface of the <br /> soil. At the southern and middle tanks, soil discoloration and organic vapor readings appeared <br /> to decrease by a depth of 4 feet. At the northern tank, soil discoloration and organic vapor I <br /> readings were observed at a depth of 4.5 feet. The attached plate references the tank and <br /> sample locations, and the sample depths and organic vapor readings. The tanks were removed <br /> in July 1993. <br /> SCOPE OF SERVICES <br /> Task 1 - Work Plan and Permit Submittal <br /> It has been Kleinfelder's experience that this proposal contains sufficient detail and information <br /> to be submitted to the San Joaquin County Public Health Services Environmental Health <br /> Division (SJCEHD) to review and approve a boring permit. There will not be an additional <br /> charge for work plan preparation. Kleinfelder will prepare a boring permit application and a <br /> health and safety plan for submittal along with this proposal to Public Health Services.
