3- 13- 1996 9 : SBAM FROM GOVERNMENT-BUILDINGS 209+d6B3363 P . 2 <br /> SPECIFICATIONS FOR SAN JOAQUIN COUNTY <br /> UNDERGROUND STORAGE TANKS <br /> SCOPE: San Joaquin County is soliciting bids for the removal of five(5) Underground Storage <br /> Tanks located in Stockton and French Camp, Califomia Each site has specific characteristics and <br /> logistic requirements. Successful bidders will be determined by the total project cost. Each site <br /> may be used as a deductive bid cost, if total project cost exceeds funding that is available. <br /> Contracts will not be awarded for each site individually. The successful bidder will be required to <br /> conform with San Joaquin County, Public Health, Environmental Health Division(PHS/EHD) <br /> requirements of permits and applications. The successful bidder is required to document and <br /> submit to the County a comprehensive report for each site to include, but not limited to, <br /> analytical data for soil concentrations, permits and applications, draft work plan and cost estimate <br /> for site remediation (if necessary), Monitoring and Response Plan (if necessary) and preparation <br /> of application for Underground Storage Tank Fund on behalf of the County. All contractor <br /> personnel must be have completed certified training per OSHA standards for Health and Safety <br /> (29 CFR 1910. 120). <br /> Site 1: Old Motorpool Garage <br /> 130 North Hunter Street, Stockton <br /> History: This is the site of the County' s old Motorpool Garage. The two fuel tanks were <br /> used to refuel County vehicles and are located beneath the sidewalk near the two <br /> entrances to the garage. A 8,000 gallon tank is located near the south entrance and <br /> was taken out of service in 1993 . A 1000 gallon tank near the north entrance was <br /> taken out of service in the 1970's. Both were used for gasoline. <br /> In 1994, a Environmental and Geotechnical Assessment Report and Work Plan <br /> were completed. Two soil borings to a depth of 25 bgs were made and one soil <br /> sample from each boring was taken and analyzed. Analytical results indicated that <br /> the soil had been impacted by petroleum hydrocarbons at concentrations of 290 <br /> and 250 ppm TPH-gasoline. The samples taken were from the depth of 18 and 20 <br /> feet bgs and not at the bottom of the boring. Boring logs indicate that photo <br /> ionization detector (PID) readings had declined substantially at the borings depth <br /> of approximately 25 bgs. <br /> Both tanks are located within three feet of the building and precautionary <br /> measures such as underpinning are recommended prior to tank removal to <br /> preserve the structure. Lateral support may be necessary for the trench excavation. <br /> Project Task: Remove one 1 ,000 gallon and one 8 ,000 gallon single wall steel tanks and their <br /> related piping and dispensers.
