At that time, Ms . Langton-Kenney informed the EHD that due to lack of funding , <br /> the City had not been able to do the work directed by the EHD. Ms. Langton-Kenney explained <br /> that she expected to hear about a grant proposal in April 2010 , which , if approved , would <br /> provide moneys for fiscal year beginning October 1 , 2010 . Ms . Langton-Kenney agreed to keep <br /> the EHD informed of any grant proposal progress; however, since that meeting in 2010, the <br /> EHD has not received any correspondence from Ms. Langton-Kenney. <br /> By letter dated 02 December 2008 the EHD had approved a work plan to install monitoring wells <br /> at this site . Over three years have passed and none of the approved monitoring wells has been <br /> installed . It is imperative that you begin installing some , if not all of the wells approved by this <br /> department to define the petroleum hydrocarbon plume resulting from the unauthorized release <br /> from the underground storage tank system formerly located at this site . <br /> Submit either a revised work plan to install some of the wells previously approved by this <br /> department by 25 June 2012, or submit a permit application , Master File Record (MFR) form , <br /> and permit fees to this department by 21 May 2012 to install all the wells approved by this <br /> department_ They include two monitoring wells , MW-7s and MW-8d , onsite ; and four monitoring <br /> wells, MW-5s . MW-5d , MW-6s and MW-6d , and one soil boring , SB-8 . off-site in the City of <br /> Stockton right -of-way . Include an encroachment permit issued by the City of Stockton for the <br /> work in the City right-of-way. <br />
