McCartney:
This Work Plan describes the investigation proposed for the Former County Motor Pool Site at
130 North Hunter Street in Stockton, California (Figure 1 ) . Treadwell & Rollo has been retained
by the City of Stockton to coordinate the environmental issues at this site, which is currently
being supervised by the San Joaquin County Environmental Health Division (SJCEHD) in the
underground storage tank (UST) program.
The City of Stockton has recently purchased the Site from San Joaquin County. Following
demolition of the existing structure and the adjacent building to the northwest and east, the City
of Stockton is planning to build a new parking structure with some ground floor retail space
along Channel Street.
The purpose of the soil and groundwater investigation is to delineate the extent of contamination
to enable the design of appropriate remedial measures.
To determine locations of the proposed sampling locations Treadwell & Rollo has reviewed the
29 September 2004 report titled Groundwater Monitoring Report Second and Third Quarters
2004, San Joaquin County Parking Garage, prepared by Ramage Environmental Inc., the UST
removal documentation, and discussed and visited the Site with you.
BACKGROUND
The Site consists of a large warehouse building that previously operated as a parking lot and auto
service center. In 1996, two gasoline USTs (8 ,000 and 1 , 000 gallons) were removed from the
sidewalk in front of the Site (Figure 2) . Product lines trended approximately 30-feet from the
USTs to a pump island located in the building. The fuel lines from the USTs to the pump islands
appear to have been removed, but no samples appear to have been collected below the fuel lines.
Subsequent soil and groundwater investigations have identified relatively high concentrations of
gasoline, benzene and other petroleum hydrocarbons in soil and groundwater below the former
Treadwell & Rollo, Inc.
