(SFPP),an operating partnership of Kinder Morgan <br /> Energy Partners,L.P. (KMEP) to provide a work.plan to assess the extent of hydrocarbon <br /> affected groundwater adjacent to a pipeline block valve near Stockton Junction at the <br /> intersection of Inland Drive and Jacobs Road,San Joaquin County,California. The site <br /> location is shown in Figure 1. This work plan is prepared in response to the May 6,2002 <br /> letter from the Regional Water Quality Control Board-Central Valley Region(RWQCB) to <br /> KMEP related to the RWQCB's review of the February 25,2002 Soil and Groundwater <br /> Assessment Report(Report)prepared by IT Corporation. A schedule to perform the work is <br /> provided in Figure 2. <br /> Background <br /> The February 25,2002 Report describes excavation,sampling,and analysis of the <br /> hydrocarbon impacted soils. The tables and figures from the Report are provided in <br /> Attachment 1 to this letter. A summary of these activities is provided below. <br /> On November 12,2001,a section of piping was exposed during preparation of underground <br /> pipeline modifications. Soil with a petroleum odor was encountered at approximately 4-feet <br /> below ground surface (bgs) during excavation. The suspect soil was excavated and placed <br /> into roll-off bins. The excavation was approximately 40-feet long, 10-feet wide,6-feet deep, <br /> and had approximately 6-inches of water in its bottom. <br /> On November 19,2001,six soil samples were collected from the construction excavation, <br /> three from each side(two from each end and two in the center),and one groundwater <br /> sample was collected from the standing water. Groundwater was encountered during <br /> excavation at approximately 5.5 feet bgs. A petroleum odor was detected from the samples <br /> collected from the center of the excavation.
