At the maximum level of toluene in <br /> the liquid waste (390 ppm), the concentration of toluene in a 500 ppm waste/water bioassay <br /> solution would be only 0.195 ppm. The maximum concentration that could result from the sludge <br /> would be 1.25 ppm. Experimentally observed LC50 concentrations for toluene with fathead <br /> minnows are listed in the Handbook of Environmental Data on Organic Chemicals, 3rd Ed <br /> (Verschueren, 1996). These range from 18 to 72 ppm, one to two orders of magnitude above the <br /> maximum concentrations the waste could produce. <br /> Recommendations <br /> We recommend no further investigation or action with respect to soil or groundwater. We recommend <br /> that the septic system be pumped free of its contents and be abandoned in accordance with San Joaquin <br /> County requirements. <br /> Ground Zero contacted the San Joaquin Valley Unified Air Pollution Control District (APCD) on <br /> April 17, 2002 and discussed the possibility of evaporating the septic waste. The APCD has no <br /> notification, reporting or permitting requirements for the discharge of less than two pounds per <br /> day of VOCs. The total VOC mass in the waste was calculated to be less than three pounds. <br /> Given that the property is a 64-acre dairy, no nuisance would result from the evaporation of the <br /> material. We recommend that the septic waste be transferred to a water-tight tank and be <br /> evaporated at on onsite location distant from neighboring residences and streets. The sludge and <br /> any solids remaining after evaporation should be aerated to complete dryness after which they <br /> should be sampled and analyzed for VOCs.
