SJCEHD waited to comment on the report until <br /> discussions with the Central Valley Region Water Quality Control Board <br /> (CVRWQCB) were completed <br /> On November 'i7, 2004, SJCEHD and CVRWQCB staff member James L <br /> Barton met and discussed the site <br /> In December 2003, an under ground storage tank (UST) was discovered d and <br /> removed under SJCEHD permit and inspection The soil beneath the UST was <br /> I contaminated so the site was placed into the State Water Resources Control <br /> Board (SWRCB) Local Oversight Program (LOP) and the UST contamination is <br /> under the regulatory oversight of SJCEHD SJCEHD, as the lead agency, <br />' utilizes CVRWQCB guidelines established for the investigation and remediation <br /> of UST contamination <br /> Prior to discovery of the UST, other areas of contamination at the site were found <br /> and the site investigations were done under boring permits issued by SJCEHD <br /> SJCEHD did not comment on the work planAnvestigatlon conducted by your <br /> consultant (EEC)for those areas of contamination. SJCEHD did not have <br /> regulatory authority to require additional investigations when low levels of <br /> chemicals were discovered and Unlfirst discontinued additional investigation <br />
