EEC S_1462 O1 UniFirst Stockton September 24,2004 <br /> 6.0 UNDERGROUND STORAGE TANK REMOVAL ACTIVITIES <br /> Following the discovery of the UST, EEC initiated removal activities which included, obtaining <br /> ' UST removal permits, removing soil surrounding the tank, monitoring excavated soil and <br /> breathing zones for VOCs during tank excavation activities, cleaning both the tank and associated <br /> pipelines, inspecting the tank and the associated pipeline after their removal for holes and/or <br /> pitting, collecting soil samples from beneath the tank and associated product lines, collecting soil <br /> samples from the stockpiled soil, submitting soil samples to a California State-certified <br /> laboratory, and preparing this report <br /> 6 1 Underground Storage Tank Removal Permitting <br /> ' On December 12, 2003, EEC requested and received UST removal permits from S3CEHD and <br /> the City of Stockton Fire Department (SFD) In the City of Stockton, both agencies have <br /> jurisdiction over UST removals A copy of the permit is included in Appendix G <br /> ' 6 2 Excavation,Air Monitoring,and Soil Segregation <br /> On December 15, 2003, tank removal activities were initiated During excavation, the removed <br /> 1 soil and breathing zones were monitored for VOCs using a PiD Monitoring of the excavated soil <br /> was conducted by placing the inlet tip of the PID no more than three inches above the freshly <br /> excavated soil This PID measurement was recorded for each load of soil, no longer than three <br /> ' minutes after each load of soil was excavated Monitoring of the breathing zone was conducted <br /> to document worker safety in accordance with EEC's Site Safety Plan <br /> Soil removed from the excavation was stockpiled on plastic sheeting, adjacent to the excavation, <br /> and covered with plastic sheeting <br /> ' 6 3 Tank Removal and Inspection <br /> Tank removal operations were conducted on December 17, 2003 Prior to the tank removal, <br /> Ramos cleaned the interior of the tank A total of 500 gallons of rinsate was generated during the <br /> ' tank cleaning procedure A copy of the Triple Rinse Certificate is included in Appendix H The <br /> rinsate was transported by Ramos under Uniform Hazardous Waster Manifest Number 22759197 <br /> to Riverbank Oil Transfer of Riverbank, California for disposal A copy of the Uniform <br /> ' Hazardous Waste Manifest is included in Appendix E Following SFD requirements, the UST <br /> was then inerted by placing dry-ice inside the tank Deputy Fire Marshall Kent Miller of the SFD <br /> verified that the atmosphere in the tank had been inerted to within the required limits <br /> Following approval by the SFD, the tank was lifted from the excavation with a crane and loaded <br /> onto flatbed trucks for transport to West Coast Equipment of Turlock, California for destruction <br /> and recycling <br /> 1 <br /> 9 <br />
