,r 1EN'VfiRC),PJ AR EWMAL <br /> (ENGINEERING & CONTRACTING, INC <br /> 501 Parkcenter Dnve, Santa Ana, CA 92705 <br /> Phone (714) 667-2300 Fax (714) 667-2310 <br /> November 12, 2003 <br /> Ms Margaret Lagono <br /> San Joaquin Valley Department <br /> of Environmental Health <br /> ' 304 E Weber Avenue <br /> Stockton, CA 95202 <br /> ' Subject Workplan for Removal of Petroleum Hydrocarbon Impacted Soil at <br /> the UniFirst Facility, 819 N Hunter Avenue Stockton, CA <br /> ' Dear Ms Lagorio <br /> On behalf of UniFirst Corporation (UniFirst), Environmental Engineering and Contracting, Inc <br /> (EEC) has prepared this workplan to address petroleum-impacted soil encountered in the course <br /> ' of construction activities at the site referenced above The location of the subject site is shown on <br /> Figure I <br /> The discovery of hydrocarbon impacted soil at the site has resulted in the shutdown of a major <br /> construction and redevelopment project at the site This shutdown is causing substantial <br /> economic loss and is causing project completion delays <br /> Background <br /> The subject site encompasses the entire city block bounded by Poplar Avenue on the <br /> ' north, Hunter Avenue on the east, Flora Street on the south and El Dorado Avenue on the <br /> west The subject site is currently undergoing a redevelopment project A new industrial <br /> laundry facility has been constructed on the north half of the subject site This facility <br /> ' does not do dry cleaning The southern half of the site is currently undergoing grading <br /> for construction of a parking lot The subject site historically has been used for a variety <br /> of commercial, industrial and residential purposes, including a former industrial laundry <br /> Operations at the site date back as far as the turn of the century, although exact dates of <br /> the operations are unknown In addition to the industrial laundry now present at the site, <br /> several private homes were located on the northern half of the property These homes <br /> ' were removed in 2001 <br /> Physiography <br /> The subject site is located in Township 1 North, Range 6 East, in the City of Stockton, County of <br /> San Joaquin, California(Figure 1) The most recent topographic map coverage of the site vicinity <br /> is provided by the USGS 7 5 minute Stockton West quadrangle, dated 1968, with photo revisions <br /> in 1987 The site elevation is approximately 15 feet above mean sea level (MSL) <br /> ' Soil + Groundwater + Air + Wastewater + Stormwater + GIS + Engineering + Remediation + construction <br />
