EP~1ERONMENTAIL <br /> ENGINEERING & CONTRACTING, INC. <br /> 501 Parkcenter Drive, Santa Ana, CA 92705 <br /> Phone (714) 667-2300 Fax (714) 667-2310 <br /> December 17, 2003 <br /> ' Ms Margaret Lagorio <br /> San Joaquin County <br /> ' Environmental Health Department <br /> 304 E Weber Avenue <br /> Stockton, CA 95202 <br /> ' Subject Workplan for Removal of Petroleum Hydrocarbon-Impacted Soil at <br /> the UniFirst Facility, 819 N Hunter Avenue Stockton, CA <br /> Dear Ms Lagorio <br /> On behalf of UniFirst Corporation (UniFirst), Environmental Engineering and Contracting, Inc <br /> ' (EEC) has prepared this workplan to remediate petroleum-impacted soil at the site referenced <br /> above The location of the subject site is shown on Figure 1 <br /> ' On Thursday December 11, 2003, oil fiom an unknown source began accumulating on rainwater <br /> which had ponded on an unpaved portion of the subject site The unpaved portion of the site was <br /> undergoing construction activity for planned loading ramps and a parking lot, and therefore, <br /> represented a low spot on the subject property The oil/water mixture sprCad over an area of <br /> approximately 40 feet by 50 feet in dimension by I- to 6-inches in depth and was completely <br /> contained within the site By evening of the Same day, the oil/water mixture had been completely <br /> removed by vacuum truck%, and the visible source of the leak (a bubbling location within the <br /> ponded water) had ceased flowing <br /> On Friday December 12, 2003, the area of the suspected leak source was excavated to determine <br /> ' the source of the leak An approximately 2,400-gallon oil storage tank was located several inches <br /> below the current grade After exposing the UST's tank top fittings, it was discovered that piping <br /> from one of the three fittings was broken (most likely by recent grading activity) Apparently, the <br /> ' release of oil occurred when the rainwater displaced the lighter fuel product within the tank <br /> The scope of this work plan is to excavate, Stockpile, sample, and remove all the soil that was <br /> ' impacted by this release This workplan also includes a provision to remediate hydrocarbon- <br /> impacted soil, should it be discovered, beneath the UST or associated pipeline upon its removal <br /> ' Background <br /> The Subject site encompasses the entire city block bounded by Poplar Avenue on the north, <br /> Hunter Avenue on the cast, Flora Street on the south and El Dorado Avenue on the west The <br /> ' subject site is currently undergoing a redevelopment project A new industrial laundry facility <br /> has been constructed on the north half of the subject site The southern half of the site is cul rently <br /> undergoing grading for construction of loading ramps and parking lot The subject site <br /> historically has been used for a variety of commercial, industrial and residential purposes, <br /> including a former industrial laundry Operations at the site date back as far as the turn of the <br /> century, although exact dates of the operations are unknown In addition to the industrial laundiy <br /> ' Sod 4 Groundwater 4 Air 4 Wastewater 4 Stormwater 4 GIS 4 Engineering a Remediation 4 Construction <br />
