1 z.- <br /> www eecworld com <br /> ENVIRONMENTALCONTR LIC #AHAZ-743267 <br /> ENGINEERING 6 CONTRACTING,INC. 515 N CABRILLO PARK DRIVE, SUITE #120 <br /> SANTA ANA, CALIFORNIA 92701 <br /> PHONE (714) 667-2300 FAX (714) 667-2310 <br /> ' August 8, 2002 <br /> Ms Margaret Lagono <br /> ' San Joaquin Valley Department <br /> of Environmental Health <br /> 304 E Weber Avenue <br /> ' Stockton, CA 95202 <br /> Subject Workplan for Investigation and Removal of Hydrocarbon-Impacted Soil at the <br /> Former Used Auto Sales Lot, 844 El Dorado Avenue, Stockton, California <br /> ' Dear Ms Lagono, <br /> On behalf of UniFirst Corporation(UniFirst), Envirom-nental Engineering and Contracting,Inc <br /> (EEC)has prepared this workplan to investigate and mitigate hydrocarbon-impacted soil that may <br /> exceed regulatory limitations and interferes with proposed construction activities at the site <br /> ' referenced above The location of the subject site is shown on Figure 1 <br /> The discovery of hydrocarbon impacted soil at the site has resulted in the shutdown of a major <br /> construction and redevelopment project at the site This shutdown is causing substantial <br /> economic loss and is causing project completion delays Therefore,on behalf of UmFirst,EEC is <br /> authorizing the San Joaquin County Department of Environmental Health (SJCDEH) to utilize <br /> ' personnel on overtime hours, if necessary,to complete a rapid review of this workplan <br /> Background <br /> The subject site is currently vacant and undergoing grading as part of a redevelopment project <br /> The project encompasses the entire city block bounded by Poplar Avenue on the North, Hunter <br /> Avenue on the east, Flora Street on the South, and El Dorado Avenue on the west The location <br /> of the subject property with respect to the city block is shown on Figure 2 On Tuesday August 6, <br /> ' 2002, during grading operations at the site, an approximately 250-gallon underground storage <br /> tank(UST)was discovered and unearthed Following the discovery of the small UST,UniFirst <br /> contacted EEC to investigate whether additional USTs were present,characterize any material <br /> ' within the tanks and to determine the steps necessary to delineate and remediate impacted soil at <br /> the site Since discovery of the UST, all redevelopment and construction activities at the site <br /> have been halted,resulting in a substantial cost to the proposed project due to the equipment and <br /> ' personnel that are mobilized at the site <br /> A Phase I Environmental Site Assessment conducted at the site by EEC in 1998, indicated that a <br /> ' gasoline service station may have been located at the site in 1950 The basis of this evaluation <br /> was a 1950 Sanborn Fire Insurance map that shows a building with the word"oil"on it The <br /> approximate location of the former building is shown on Figure 2 No other information was <br /> available to indicate the presence of UST's , <br /> 1 <br /> ' +Regulatory C(Imphanee +Engcnet ring +Wa+kwater Treitme.nt/Water Reu%e +Soil&Gn)undwiter]mesttgation/Remediation +General&Mechanical Construction <br />
