FEC 51462 01 UniFirst Stockton September 24 2004 <br /> North, Hunter Avenue on the east, Flora Street on the South, and El Dorado Avenue on the west <br /> A meeting hall, located on the southeast corner of the site, is not part of the subject site The <br /> location of the subject site is shown on Figure 1 The current laundry facility was constructed in <br /> 2002 The south half of the subject site is currently undergoing grading for a parking lot as part <br /> of a site redevelopment project The location of the subject site with respect to the city block is <br /> shown on Figure 2 <br /> 2.2 Site History <br /> ' The current site configuration is a result of the site redevelopment project begun in 2002 The <br /> current site layout consists of the UniFirst laundry facility which occupies the north half of the <br /> lot, a meeting hall located in the southeast corner of the site, and a parking lot in the southwest <br /> corner Prior to site redevelopment activities, the site consisted of an industrial laundry facility in <br /> the southwest corner, the meeting hall in the southeast corner, residential houses and apartments <br /> to the north and east, retail businesses to the west, and an automotive sales lot to the northwest <br /> ' Historically, the subject site had a variety of business and residential dwellings located at the site <br /> The businesses included an industrial laundry facility, gasoline service stations, a sanitarium, a <br /> meeting hall, single family homes,and apartment buildings <br /> Former businesses of potential environmental concern included the laundry facility and the <br /> gasoline service stations The original laundry building was constructed in the 1920's and the east <br /> plant addition was built in the 1940's The southwest corner lot operated as a corner gasoline <br /> station until the laundry facility owner converted it into parking and a vehicle fueling area for the <br /> laundry facility The northwest comer lot operated as an automobile service station until the <br /> 1960's In 1990, the owners of the Parisian laundry removed two underground storage tanks <br /> (UST's) from the southwest corner parking lot and one UST from the laundry boiler room <br /> Tetrachloroethene (PCE) dry cleaning was reportedly performed at the laundry between 1948 and <br /> 1983 <br /> In August 2002, underground piping and petroleum-impacted soil was encountered during <br /> construction activities at the northwestern property boundary UniFirst retained EEC to <br /> ' determine if any UST's were present that may be associated with the piping, determine the extent <br /> of petroleum-impacted soil, and remediate the petroleum impacted soil After consultation with <br /> UniFirst and UniFirst's legal counsel, the SJCEHD was contacted to provide regulatory oversight <br /> of soil remediation at the site On August 8, 2002, EEC submitted a workplan to SJCEHD review <br /> (Appendix A) On August 9, 2002, SJCEHD approved the workplan and entered into an <br /> agreement with UniFirst to provide oversight for removal of the petroleum impacted soil <br /> Between August 8, 2002 and August 19, 2002, EEC removed the underground piping and <br /> petroleum impacted soil Approximately 225 tons of petroleum-impacted soil was removed and <br /> disposed of at Forward Landfill in Stockton, California These activities are documented in <br /> EEC's Final Report for Investigation and Removal of Discolored Soil at the Former Used Auto <br /> Sales Lot dated September 17, 2002 In addition, a geophysical survey conducted at the site <br /> ' indicated that no UST's were present beneath the site Based on the recommendation of the <br /> SJCEHD, soil samples were collected at the subject property No significant hydrocarbon- <br /> impacted soil was detected in these samples, therefore, the SJCEHD determined that no formal <br /> oversight was required <br /> t <br /> 2 <br />
