Box 400 <br /> Tracy, CA 95378-0004 <br /> CONDITIONAL APPROVAL GROUNDWATER MONITORING WELL INSTALLATION <br /> WORKPLAN, DEUEL VOCATIONAL INSTITUTION, SAN JOAQUIN COUNTY <br /> The discharge of waste from the reverse osmosis water treatment facility at the California <br /> Department of Corrections and Rehabilitation (Discharger) Deuel Vocational Institute in San <br /> Joaquin County is regulated by Waste Discharge Requirements Order R5-2007-0005 and Cleanup <br /> and Abatement Order R5-2015-0703. <br /> In a letter dated 10 March 2016, Board staff notified the Discharger that the detection monitoring <br /> network for the surface impoundments is inadequate, as no groundwater monitoring wells are <br /> installed hydraulically down gradient of the surface impoundments. To comply with the WDRs, on <br /> 13 June 2016, the Discharger submitted a Groundwater Monitoring Well Installation Workplan. <br /> Staff has reviewed the Groundwater Monitoring Well Installation Workplan. The workplan <br /> proposes to install two groundwater monitoring wells north and north-east of the existing surface <br /> impoundments. The proposed depth of completion for each well is fifteen feet below ground <br /> surface (bgs). Once installed the monitoring wells will be developed, surveyed and monitored in <br /> accordance with Order R5-2007-0005. Additionally, the workplan proposes to properly destroy <br /> existing groundwater monitoring well MW-1 as the well is located within the foot print of the <br /> proposed surface impoundments. <br /> Staff approves the Workplan with the following conditions. Please review the conditions below and <br /> submit a statement accepting this conditional approval by 31 July 2016. <br /> 1. The lithology from the borings are continuously cored and logged. <br /> 2. A portion of the well screen shall be installed above the groundwater table to account for <br /> any seasonal water level fluctuations. <br /> 3. Well development should not occur until a minimum of 48 hours after placement of the <br /> annular seal and shall terminate when turbidity is below 5 NTU and water quality <br /> parameters; pH, EC and temperature have stabilized. <br /> 4.
