CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING ORDER NO. R5-2015-0808 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> CALIFORNIA DEPARTMENT OF CORRECTIONS <br /> DEUEL VOCATIONAL INSTITUTION <br /> 23500 KASSON ROAD, TRACY <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to the California Department of Corrections (hereafter Discharger) <br /> pursuant to California Water Code section 13267, which authorizes the Executive <br /> Officer of the California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Central Valley Water Board) to issue a Monitoring and Reporting Order <br /> (Order). _ <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. The Discharger owns and operates the Deuel Vocational Institution (DVI), located at <br /> 23500 Kasson Road in Tracy, San Joaquin County (Site). DVI is a state prison that <br /> houses approximately 3800 inmates. Various ancillary facilities are present at the <br /> Site or have previously been present, including but not limited to a sewage treatment <br /> plant, vehicle maintenance building, and areas previously used for firefighter training <br /> in extinguishing chemical fires (the 'Burn Pits'). In addition, a dry cleaning facility <br /> operated at the Site between approximately 1980 and 2003 which discharged to the <br /> sewage treatment plant. <br /> 2. Groundwater is present at depths ranging from approximately 4 to 8 feet below <br /> ground surface (bgs). The Basin Plan designates this groundwater as a current or <br /> potential source for municipal, industrial, and agricultural uses. <br /> 3. Operations at several of the ancillary facilities present at the Site have resulted in <br /> impacts to soil and groundwater, including discharge of hydrocarbons from leaking <br /> underground storage tanks in the vehicle maintenance building area, and discharge <br /> of various volatile organic compounds (VOCs) to the land surface in the former burn <br /> pit area. This pollution has impaired the beneficial use of groundwater resources at <br /> the Site. <br /> 4. The Department of Corrections removed the leaking underground tanks from the <br /> vehicle maintenance building area in 1998, and has conducted remedial activities <br /> including injection of a carbon source to assist in breaking down VOCs in the burn <br /> pit area. <br /> 5. This Monitoring and Reporting Order is issued by the Central Valley Water Board, <br /> pursuant to California Water Code (CWC) section 13267 and is necessary to monitor <br /> the extent of contamination in groundwater and assess the efficacy of remedial <br /> efforts at the Site. <br />
