R5-2008-0165 <br /> (NPDES NO. CA0078093) <br /> FOR <br /> CALIFORNIA DEPARTMENT OF CORRECTIONS AND REHABILITATION <br /> DEUEL VOCATIONAL INSTITUTION <br /> SAN JOAQUIN COUNTY <br /> The California Department of Corrections and Rehabilitation (hereafter Discharger) owns and <br /> operates a wastewater collection, treatment, and disposal system, and provides sewerage <br /> service for the Deuel Vocational Institution. The treatment plant is designed to discharge up to <br /> 0.62 million gallons per day (average dry weather flow) of tertiary-level treated wastewater. <br /> The United States Environmental Protection Agency and the Central Valley Regional Water <br /> Quality Control Board have classified this discharge as a minor discharge. Treated municipal <br /> wastewater is discharged into Deuel Drain, a water of the United States, approximately 4 miles <br /> east of Tracy. Deuel Drain is part of the Sacramento-San Joaquin Delta, and is tributary to <br /> Paradise Cut and Old River. <br /> On 24 October 2008, the Central Valley Water Board adopted Waste Discharge Requirements <br /> Order No. R5-2008-0164 (NPDES No. CA0078093) and Cease and Desist Order No. <br /> R5-2008-0165 prescribing waste discharge requirements and time schedules for full <br /> compliance with the final effluent limitations for bromoform, chlorodibromomethane, <br /> dichlorobromomethane, electrical conductivity, and nitrate for the Discharger. An Order is <br /> proposed amending Cease and Desist Order No. R5-2008-0165 to extend the compliance <br /> dates for construction completion of the treatment facility and final compliance with the final <br /> effluent limitations. <br /> A public hearing concerning this matter will be held during the Central Valley Water Board <br /> meeting, which is scheduled for: <br /> DATE: 27/28/29 January 2010 <br /> TIME: 8:30 AM <br /> PLACE: Regional Water Quality Control Board, Central Valley Region <br /> 11020 Sun Center Dr., Suite #200 <br /> Rancho Cordova, CA 95670 <br /> The designated parties for this hearing are as follows: <br /> .
