The <br /> Recommendation was prepared by Fugro West, Inc. (Fugro) on behalf of Deuel Vocational <br /> Institution (Discharger). The Discharger is regulated under Waste Discharge Requirements <br /> (WDRS) Order No. R5-2007-0005 for construction of surface impoundments, installation of <br /> groundwater monitoring wells, and monitoring. <br /> The Discharger has requested concurrence from the Regional Water Board to change the <br /> drilling technique (for installation of groundwater monitoring wells) from hollow stem auger to <br /> solid flight, rotary wash, or drive casing. The Recommendation was certified by a State of <br /> California Licensed Geotechnical Engineer, Stephen J. Osborne. In the Recommendation, the <br /> Discharger, through their consultant Fugro, will ensure that the changed drilling technique <br /> provides appropriately installed monitoring wells by doing the following: <br /> • By checking the boring to assure that it has not caved before the installation and <br /> completion of the monitoring well with PVC casing, sand filter pack, hydrated bentonite <br /> seal, and neat cement grout as shown in the Workplan. <br /> • By overseeing the driller to make sure that the monitoring wells are properly purged and <br /> developed until clear fresh water is removed from the PVC casing, and until the <br /> temperature, conductivity and pH have stabilized. <br /> • Will ensure that the driller will provide appropriate disposal of the drilling cuttings and <br /> drilling fluids. <br /> • Will ensure that the drillers use only conventional bentonite drilling fluids to construct <br /> the monitoring wells by being onsite during the drilling. <br /> • By not accepting any well that has not been appropriately installed. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
