This report was prepared on behalf of the State <br /> of California—California Department of Corrections and Rehabilitation (CDCR)under Agreement No. <br /> 5600003303. <br /> Background information and other data have been furnished to URS by CDCR and/or third parties, <br /> which URS has used in preparing this report. URS has relied on this information as furnished, and is <br /> neither responsible for nor has confirmed the accuracy of this information. The data interpretation, <br /> conclusions, and recommendations presented in the report were governed by URS' experience and <br /> professional judgment. This report has been prepared based on data current at the time of preparation. <br /> ' Assumptions based on this data, although believed reasonable and appropriate based on the data <br /> provided herein, may not prove to be true in the future as new data are collected. The conclusions and <br /> recommendations of URS are conditioned upon these assumptions. <br /> ' BACKGROUND <br /> DVI is a State of California correctional facility with various land uses.Figure 1 provides a site location <br /> map. Much of the land at DVI is used for inmate housing, and most of the remaining land supports <br /> facility operations. DVI's former burn pit is northeast of the inmate housing facility. The former bum <br /> pit location is variably covered with asphalt, grass, and soil. The land use activity surrounding DVI is <br /> primarily agricultural. A Union Pacific Railroad track runs along the northwest boundary of the DVI <br /> property. <br /> In October 1985, water samples were collected from the agricultural drainage ditch downstream of the <br /> DVI stormwater discharge. Elevated levels of chlorinated solvents were detected in the water samples <br /> collected, particularly tetrachloroethene (PCE) and trichloroethene (TCE). Additional sampling and <br /> analysis of the site was conducted in 1986 to identify the source of the impacts. The test results <br /> concluded that introduction of chlorinated solvents into the stormwater drainage system was occurring <br /> in the northern stormwater drainage subsystem.
