Mr. Jeffrey Palumbo - 3 - 15 November 2005
10. Title 27 §21750 (f) Geology. A generalized geologic map of California was provided. A map of
the site specific geology needs to be provided.
11. Title 27 §21750 (f)(1) Geology-Map and cross sections. A boring log does not suffice for this
requirement. A cross section portraying the pond design, underlying geology and groundwater
shall be provided.
12. Title 27 §21750 (f)(2), (3) and(4) Geology. Provide a more detailed discussion of the geology
with relation to the pond design and construction. The ponds shall be constructed such that
underlying shallow groundwater will be protected. The Geotechnical Report focused primarily
on the construction of the pump station, reservoir and brine concentrator not on the evaporation
brine ponds.
13. Title 27 §21750 (5) Geology-Stability Analysis. A stability analysis shall be performed
specifically for the evaporation ponds and include the items detailed in Title 27 §21750
(5)(A)(B)(C).
14. Title 27 §21750(g) Hydrogeology. The information as outlined in this section needs to be
provided(i.e. hydraulic conductivity and groundwater flow).
15. Title 27 §21750(g)(7) Background. Please provide proposed monitoring plans for groundwater
detection monitoring, surface water monitoring and vadose zone monitoring as described in
Title 27 §20415(b)(c) and (d).
Pursuant to Title 27 §20415 (e)(6) Initial Background Sampling—For each Unit,the discharger
shall collect all data necessary for selecting the appropriate data analysis methods pursuant to
¶(e)(7-9) and for establishing the background values specified pursuant to¶ (e)(10). At a
minimum, this data shall include analytical data obtained during quarterly sampling of all
Background Monitoring Points for a period of one year, including the times of expected highest
and lowest annual elevations of the ground water surface. For a new Unit, this data shall be
collected before wastes are discharged at the Unit and background soil pore liquid data shall be
collected from beneath the Unit before the Unit is constructed.
16. Title 27 §21750(h) Land and Water Use. Section incomplete. The following information needs
to be included in RWD:
(1) Well Map—A map showing the locations of all water wells, oil wells, and geothermal
wells within the facility boundary and showing the locations of all such wells within one mile
outside of the facility boundary.
(2) Well Owner—Name and address of the owner of each well indicated in&(h)(1).
(3) Well Information—Well information, where available, for each water well indicated in
&(h)(1) including, but not limited to:
(A) total depth of well;
(B) diameter of casing at ground surface and at total depth;
(C) type of well construction(cable tool, rotary, etc.);
(D) depth and type of perforations;
