Staff has recently reviewed Mokelumne Rim's self-monitoring reports and <br /> determined that they are incomplete; staff also reviewed the statusbmitteda Thehnicl inadequacies required <br /> eq it id are ae <br /> WDRs and determined that some are incomplete or have not been s <br /> violation of the WDRs and staff has begun preparation of an Administrative Civil Liability Complaint. <br /> The issues are further discussed below. <br /> Self-Monitoring Reports <br /> The monitoring reports are required by Provision G.2 of the WDRs,which states: <br /> The Discharger shall comply with the Monitoring <br /> thereto as o dered by the Executand Reporng Program No.ive officer.0035, <br /> which Is part of this Order, and any revisions <br /> Staff reviewed self-monitoring reports for the time period January through April (005. The he following <br /> eview <br /> revealed substantial noncompliance with the Monitoring and ReportingProgram MRP). g <br /> issues were identified: <br /> I. Wastewater flow is not metered and all the flow is not eing b 89 gall s of wastewater discharorted. In the January ge <br /> in <br /> monitoring report, Mokelumne Rim reported a total of <br /> February 2005, 1085 gallons was discharged; and in March and April 2005, no gallons were <br /> discharged. In a 17 June 2005 telephone conversation you informed staff that the flow numbers <br /> are an estimate and are not metered. Staff believes the flow rate is underestimated and not all <br /> now is reported. For example, influent samples were collected on 3 March 2005 but the self- <br /> monitoring report indicates no wastewater was discharged on that day. Similarly, influent <br /> samples were collected on 10 February 2005,but according to the monitoring report, no <br /> wastewater was discharged that day. The MRP requires the flow rate to be metered. By <br /> 15 November 2005 please submit a report describing the installation of a flow meter. <br /> 2. The March and April 2005 monitoring reports indicate no wastewater discharge to the pond <br /> occurred. However, because stormwater is discharged to the wastewater pond, and the <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br />
