ENGEO
INCORPORATED
FOREWORD
This Groundwater Monitoring Well Installation, Sampling and Analysis Workplan (Workplan)
provides supporting information for the Mountain House Community Services District
(MHCSD) application for Waste Discharge Requirements for solids handling operations at the
Mountain House Water Treatment Plant (MHWTP). The MHWTP is located at the northeast
corner of South Kelso and Byron Roads in San Joaquin County, California and is generally
bounded by vacant land with Kelso Road to the east, and Southern Pacific railroad tracks and
Byron Road to the southwest (Figure 1). Expansion of the water treatment facilities is currently
underway.
This study is being conducted to gather environmental data to establish background groundwater
conditions. The MHCSD has operated water treatment facilities at the site since 2003 with a
permitted capacity of 5.0 million gallons per day (mgd). The expanded facilities will have an
initial capacity of 15 mgd, with a planned ultimate capacity of 20 mgd. This Workplan has been
prepared by a Professional Geologist or Civil Engineer licensed by the State of California and in
general conformance with Attachment D, "Requirements for Monitoring Well Installation
Workplans and Monitoring Well Installation Reports," prepared by the Regional Water Quality
Control Board.
PURPOSE AND SCOPE
The purpose of this Workplan is to present proposed monitoring locations and investigation
protocols specific for the MHWTP area being studied. The objective of the Workplan is to
provide baseline information under existing conditions to be utilized in the development of a
groundwater monitoring program.
4943.4.640.01
April 17, 2007 1
