Remove any solid or liquid waste associated with past investigations for disposal at an <br /> appropriate landfill. <br /> 3. Prepare the ground surface for the asphalt cap by grading the ground surface, including <br /> compaction as appropriate. The ground surface would be graded to promote surface drainage <br /> via sheet flow toward Jackson Avenue to the east. <br /> 4. Apply the asphalt cap (3-inch minimum thickness) over the affected area.
