..
Kennedy/Jenks Consultants
Section 1 : Introduction and Background
1.1 Introduction and Objective
This Monitoring Well Installation Work Plan, Sutter Home Lodi Winery(Work Plan) is submitted
! by Kennedy/Jenks Consultants (Kennedy/Jenks) on behalf of Sutter Home Lodi Winery
(Sutter Home) located at 18667 Jacob Brack Road in Lodi, California (the site).
As a result of expanding operations at the site, Sutter Home plans to increase its process
. wastewater flows to 75 million gallons per year(MGY) starting in 2015. To accommodate the
additional volume of process wastewater, Sutter Home acquired approximately 230 acres of
agricultural land to the west of the existing site in July 2013. The newly acquired land will be
i used to provide additional land application area (LAA) capacity for discharge of process
wastewater from winery operations. Four (4) new.groundwater monitoring wells are proposed to
be installed within the new LAAs to characterize the underlying groundwater.
V
1.2 Background and Regulatory History
A summary of recent interactions pertaining to Waste Discharge Requirements (WDRs) is
provided below.
` • On 1 March 2002, the CRWQCB issued WDR Order No. R5-2002-0034 and Monitoring and
Reporting Program Order No. R5-2002-0034 to Sutter Home regarding land application of
process wastewater to the designated LAA at the facility.
• Kennedy/Jenks prepared and submitted a Report of Waste Discharge (ROWD)to the
CRWQCB on 3 November 2008 to address the facility expansion then planned by Sutter
Home. As requested by the CRWQCB an antidegradation analysis was prepared and
submitted in February 2009.
• On 13 August 2009, the CRWQCB issued WDR Order No. R5-2009-0073 regarding land
. application of process wastewater to designated LAAs of the facility.
• On 16 June 2010, Kennedy/Jenks prepared and submitted a Hydrogeologic Investigation
Report for the site to the CRWQCB.
• On 17 October 2011, a ROWD addressing expanded winery operations and management of
s
increased process wastewater discharge was submitted to the CRWQCB.
• On 9 March 2012, an amended ROWD was submitted to the CRWQCB. In response to a
request from Sutter Home, in August 2012, the CRWQCB issued Order No. R5-2012-0078
L to increase the maximum monthly wastewater flow discharge limit.
• On 28 June 2013, Kennedy/Jenks prepared and submitted a Background Groundwater
6.
