Kennedy,'Jenks Consultants <br /> Section 1 : Introduction and Background <br /> 1.1 Introduction and Objective <br /> This Monitoring Well Installation Work Plan, Sutter Home Lodi Winery (Work Plan) is submitted <br /> by Kennedy/Jenks Consultants (Kennedy/Jenks) on behalf of Sutter Home Lodi Winery <br /> (Sutter Home). <br /> Kennedy/Jenks prepared and submitted a Report of Waste Discharge (ROWD) to the California <br /> Regional Water Quality Control Board, Central Valley Region (CRWQCB) on 3 November 2008. <br /> At Sutter Home's request, Kennedy/Jenks also prepared draft Waste Discharge Requirements <br /> (WDRs) for consideration by the CRWQCB. An antidegradation analysis was included in <br /> support of the draft WDRs. On 11 March 2009, Kennedy/Jenks project staff and Sutter Home <br /> staff met with the CRWQCB in Rancho Cordova to discuss the ROWD, draft WDRs, and the <br /> antidegradation analysis. <br /> Construction of Sutter Home's expanded Lodi Winery facilities is in progress, with initiation of <br /> onsite crushing activities anticipated in August 2009. The crushing activities will result in <br /> increased process water flows, which will be managed in the newly-installed process water <br /> ponds and the proposed expanded land application areas. <br /> Additional groundwater monitoring wells are proposed to characterize groundwater underlying <br /> the expanded land application areas. <br /> 1.2 Background and Regulatory History <br /> WDRs were previously adopted for the facility to address existing operations. <br /> • On 2 August 2001, a ROWD was submitted to the CRWQCB to address treatment and land <br /> application of process water generated during onsite operations. <br /> • On 15 November 2001, an addendum to the 2001 ROWD was submitted to the CRWQCB. <br /> The addendum included an Operation and Maintenance Plan and Groundwater Monitoring <br /> Work Plan. <br /> • On 13 December 2001, additional documents were submitted to the CRWQCB in response <br /> to CRWQCB requests for information. <br /> • On 1 March 2002, the CRWQCB issued WDR Order No. R5-2002-0034 and Monitoring and <br /> Reporting Program Order No. R5-2002-0034 regarding land application of process water to <br /> the designated land application areas of the facility. <br /> • Quarterly monitoring reports have been submitted to the CRWQCB on behalf of Sutter <br /> Home since 2002. <br /> Monitoring Well Installation Work Plan Page 1 <br /> Sutter Home Winery, Lodi, California <br /> p:Ys-gtoopl�minyob108108fi5005 aa�ulMfiomew9 reports install wr pinllextdoc <br />
