SANJOARIN Environmental Health Department <br /> —C o u N TY AMENDED <br /> 2/5/20x0 <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: I Facility Address: Date: <br /> BROWN SAND INC 800 WMOSSCALEAVE, LATHROP February 04, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Nmicem Comply) <br /> Item M Remarks <br /> 726 CFR 112.8(cx8)Plan failed to adequately describe overfill prevention methods for each container. <br /> The SPCC plan does not discuss overfill prevention methods for all tanks.Section 3.4.4 Overfill Prevention Systems <br /> (40 CFR 112.8(cx8)does not address overfill prevention for the 1,000 gallon waste oil tank, 350 gallon <br /> transmission fluid tank, 350 gallon hydraulic oil tank,500 gallon motor oil tank and the 300 gallon service truck <br /> mobile refueler. <br /> Engineer or update each container installation in accordance with good engineering practice to avoid discharges. <br /> You must provide at least one of the following devices: <br /> (i)High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. <br /> In smaller facilities an audible air vent may suffice. <br /> (ii)High liquid level pump cutoff devices set to stop flow at a predetermined container content level. <br /> (iii)Direct audible or code signal communication between the container gauger and the pumping station. <br /> (iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers, <br /> telepulse,or direct vision gauges. If you use this alternative,a person must be present to monitor gauges and the <br /> overall filling of bulk storage containers. <br /> (v)You must regularly test liquid level sensing devices to ensure proper operation. <br /> The SPCC plan must include a discussion on the overfill prevention methods for all APSA regulated tanks. If the <br /> plan will be amended a Professional Engineer certification will be required for this section. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection, 02/04/202020. The report <br /> was amended by the EHD on 02/05/2020. The amended report replaces the initial report and supersedes any <br /> previous versions of the report. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork,within 30 days of receiving the amended inspection report. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate($152).
