1 spoke with Daniel a moment ago and discussed a bit of what needs to be done with him. I have
outlined those steps and added a few more below.
1) First immediately stop all discharges into the well.
2) Provide an acceptable alternative for collecting and disposing of the waste water. Recycling
the waste for use again is not acceptable in this instance.
3) Follow the guidelines of the EPA Guidelines on Class V Shallow Disposal Wells attachment to
close a Class V well (Case C), but send the reports, etc,to EHD not EPA.
4) This will be Phase II investigation project initially to see if there is any contamination of the
soil and/or ground water from this injection well. We will require$375 Site Mitigation Work
plan fee, Master file record form completed, the work plan that follows the EPA guidance to
sample the bottom and side walls of the boring/ground water, and the well destroyed by
removing all contents of the well by over drilling.A third party shall collect the samples and
deliver to the lab for analysis and the lab shall be instructed to release the results directly to
EHD to my attention. Collect and containerize all cuttings of the over drilled well until we have
the results from the lab.
5) If the results do not show any indication of contamination, then we will close this case once
the containerized cuttings are properly disposed of and we verify the waste water is being
properly disposed of.
6) If contaminants are found then we complete a prop 65 and notify Regional Water Quality
Control Board and DTSC, and will require the cleanup of the site under our oversight, if Regional
Board or DTSC decline this case.
Please contact me if you have any questions.
Sincerely,
Adrienne
Adrienne Ellsoesser, REHS
Program Coordinator
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton ,CA 95205
Ph (209)468-0343
Fox (209)468-0341
aellsaesser@sicehd.com
From: Heather Shaddox fmailto:heather.shaddoxCuinoanderson.com]
Sent: Thursday, March 06, 2014 11:34 AM
To: Adrienne Ellsaesser [EH]
5
