Morgan <br /> To Whom It May Concern: <br /> This work plan is intended to explain the work procedures and supply the necessary information required <br /> by the San Joaquin County Environmental Health Department for completion of the limited subsurface <br /> environmental sampling to be performed prior to pending foreclosure actions by Zions Bank. This site is <br /> located at 4171 Industrial Way, City of Tracy, (San Joaquin County), California(subject property or site). <br /> The site is currently occupied by Morgan Automotive Repair of Tracy which included a rectangular <br /> shaped metal-frame and metal-sided office/service shop building and an automobile workshop, asphalt <br /> and concrete paved areas, perimeter fence and block-masonry wall, and attendant landscaping. The <br /> subject property is located on one parcel identified by parcel number 212-210-10. The subject property <br /> was situated adjacent to the cul-de-sac at the intersection of Industrial Way and Enterprise Place about <br /> 800 feet north of Larch Road and approximately 0.3 miles north-northeast of the Tracy Boulevard <br /> entrance/exit to/from Interstate 205 in the northern part of Tracy, roughly one mile north of City Hall <br /> (Figure 1). Mr. Robert V. Morgan is the current owner of the subject property. Environmental issues <br /> identified on the subject property included (1)the presence of aboveground storage tanks (ASTs)and 55- <br /> gallon drums of petroleum products and automotive fluids posing a material threat of a spill or release; <br /> (2)the presence of a parts-washer; (3)the presence of two spray-paint booths and a paint mixing area that <br /> involved the use of solvent-based paints, thinners, and cleaners; (4) the presence of a clarifier connected <br /> to floor drains in an automobile service area, adjacent to spray-paint booths, and 55-gallon drum storage <br /> adjacent to a car wash; and (5) the historical use of the site for more than 24 years to perform truck and <br /> vehicle service, maintenance, and repair and the generation of volumes of hazardous wastes and <br /> used/waste oil.
