PHS/E1-ID has the following comments for your consideration and response.
The work plan proposed the drilling and sampling of seven soil borings, three of which would be converted into
monitoring wells. The work plan indicated that only two samples from each boring would undergo laboratory
analysis. Additional sample analysis may be required in order to characterize the vertical and horizontal distribution
of the remaining soil contamination. The work plan also specified from which borings that oil and grease (EPA
Method 418. 1), PCB (EPA Method 8080) and VOC's (EPA Method 8010) analyses would be performed.
As you are aware, the tanks were removed from a common excavation pit, and actually only one sample underwent
EPA Method 8010 analysis and it was collected from beneath one of the gasoline tanks. Since chlorinated
compounds have been evidenced, it may be necessary to submit additional samples for EPA Method 8080 and EPA
Method 8010 analysis. PHS/EHD recommends that EPA Method 8015M be used for TPH-oil analysis rather that
EPA Method 418. 1 . Once field activities are completed and prior to submittal of the soil samples to the laboratory,
PHS/EHD must be contacted to discuss which samples will undergo analysis.
The summary report should include a table with all soil and groundwater sample results obtained from the site and
any recommendations for further investigation and/or remediation. Please contact the State Water Resources Control
'f Board Cleanup Fund Unit to obtain pre-approval. Please also contact PHS/EHD at least two work days prior to
initiating field activities so that inspections may be scheduled.
If you have any questions, comments or wish to schedule field inspections, please contact me at (209) 468-0337.
Donna Heran, Director, REHS
Environmental Health Division
Mary Meays, Senior REHS Margaret agorio, REHS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
f cc: Ismael Jacob, State Water Resources Control Board Cleanup Fund Unit
cc: Drew Van Allen, Smith Environmental Technology (w/ permit enclosed)
'r.
j A Division of San Joaquin County Health Care Services
